Organic targets in public canteens fall - a new step backwards in sustainability

BIO AUSTRIA is alarmed by the latest developments in the Ministry of Justice, which jeopardize the organic goals that have been set. Of particular concern is the reported decision to relax the binding requirements for the use of organic food in public canteens. This measure represents a step backwards in terms of sustainable procurement policy and jeopardizes the achievement of the goal of reaching an organic share of 55% in communal catering by 2030.
In its Government Program 2025, the German government explicitly commits to promoting organic farming and sustainable public procurement. It states: "The proportion of organic food in communal catering will be gradually increased to 55% by 2030." This clear goal is part of the "Sustainable Procurement" action plan, which obliges the public sector to focus more on regional, seasonal and organic products.
"The 55% target for organic food in communal catering is not just a political promise, but a necessary step for climate protection, animal welfare and the promotion of regional agriculture
," explains Barbara Riegler, Chairwoman of BIO AUSTRIA. "The reported decision by the Ministry of Justice undermines this target and jeopardizes the livelihoods of many organic farmers
."
Every day, over 2 million meals are served in out-of-home catering throughout Austria, including 425,000 in educational institutions from kindergartens to universities. The use of organic products in communal catering not only offers health benefits, but also makes a significant contribution to climate protection. BIO AUSTRIA therefore continues to advocate the implementation of the 55% target and the "Sustainable Procurement" action plan and calls on the federal government to reconsider the Ministry of Justice's reported decision and confirm the original organic requirements.
"Communal catering is a key area for the implementation of a sustainable food policy
," Riegler continued. "We appeal to all political decision-makers to recognize the importance of organic in mass catering and to take the necessary steps to achieve the 55% target.
